Job Description

Manager: Employment Relations
Salary: R378 456 per annum (all-inclusive remuneration package. The inclusive remuneration package
consists of a basic salary, the Government’s contribution to the Government Employees Pension Fund and
a flexible portion, and is structured according to Government prescripts) (Ref. H/M/4)

Requirements:

  • A recognised Bachelor’s degree or diploma or equivalent qualification in Labour Relations or Labour Law
  • Extensive appropriate experience in Labour Relations practices.


Recommendations:

  • Knowledge of applicable employment relations legislation/prescripts
  • Knowledge of dispute resolution processes in the public sector
  • Skills in and knowledge of drafting and policy development
  • Monitoring and nevaluation and co-ordination skills
  • Knowledge of the Public Service legislative framework
  • Good interpersonal relations and communication skills
  • Presentation and negotiation or collective bargaining skills
  • Record-keeping, data and confidentiality.


Duties:

  • Assist the Senior Manager: Human Resource Management during negotiations with organised trade unions
  • Monitor the implementation of collective agreements and consultation forums
  • Develop departmental employment relations policies, plans and strategies
  • Supervise and develop staff in the Sub-directorate: Employment Relations
  • Provide strategic direction in employment relations to managers and the Department
  • Manage and monitor discipline, grievances and broad dispute resolution procedures
  • Develop, facilitate and present training workshops on employment relations
  • Liaise with labour unions and represent the Department at various labour forums
  • Manage and monitor labour unrest or strikes in the Department
  • Manage the financial activities of the Cost Centre and its other resources
  • Consult with State law advisors and brief State Attorneys on labour case litigation
  • Handle and prepare appeals for the Appeals Authorities and the Executive Authority
  • Render support or advice to Managers, the Head and the MEC: Health
  • Keep and maintain proper records and statistics of employment relations cases
  • Ensure that employment practices comply with Labour Laws and prescripts.
