The International Center for AIDS Care and Treatment Programs (ICAP) South Africa, a programme of the Mailman School of Public Health at Columbia University in New York City, manages a large service delivery and technical assistance programme with offices in the Eastern Cape, KwaZulu-Natal, Free State and
Northern Cape Provinces of South Africa. The ICAP-SA programme receives funding from the US Government (USG) through the Centers for Disease Control and Prevention (CDC). In collaboration with the South African Provincial Departments of Health, ICAP-SA seeks to expand the availability of quality HIV care and treatment services, including antiretroviral treatment, to people living with HIV in South Africa. Specifically, ICAP directly
supports the implementation of adult and paediatric HIV care and treatment services at numerous health facilities. In addition, ICAP provides a range of technical expertise and technical assistance to health facilities to support the rollout of quality HIV care and treatment services, consistent with the national ART
implementation programme plan. The national headquarters of ICAP-SA is located in Johannesburg and regional offices are located in Port Elizabeth, East London, Port Shepstone, Bloemfontein and Kimberley.

Major areas of responsibility: The Human Resources (HR) Director will guide and manage the overall provision of HR services, policies and programmes for ICAP-Sout Africa. The major areas are: * Recruiting and staffing *Performance management and improvement systems * Organisational development * Employment and compliance to regulatory concerns * Employee orientation, development and training * Policy development and documentation * Employee relations and SA labour relations * Company employee and community communication * Compensation and benefits administration* Employee safety, welfare, wellness and health * Employee services and counselling.
Required skills, knowledge and abilities: * Broad knowledge of and experience in SA Labour Laws, compensation, organisational planning, organisation development, employee/industrial relations, safety and training and development * Strong employee/industrial relations experience essential * Above-average verbal and written communication skills * Excellent interpersonal and coaching skills * The demonstrated ability to lead and develop HR team members * The demonstrated ability to successfully participate in the extended leadership group and executive management team meetings * Excellent computer skills in a Microsoft Windows environment (must include Excel and skills in database management and record-keeping) * Experience in the
administration of benefits and compensation programmes and other Human Resource programmes * Evidence of the practice of a high level of confidentiality * Excellent organisational skills.
Required qualifications: * A postgraduate degree in HR/related plus 8-10 years’ HR generalist experience, minimum 2 years at senior level, gained within professional services or a related environment * Specialised
training or certificates in Employment Law, Compensation, Organisational Planning, Organisational Development, Employee Relations, Safety, Training and Preventive Labour Relations is preferred * An affiliation with appropriate Human Resources networks and organisations and ongoing community involvement are desirable.
