Applications for Environmental Authorisation

Harmony Gold Mining Company Limited – Kalgold Goldridge Mining Company Limited (Kalgold) is an open pit gold mine situated
approximately 55km southwest of Mahikeng in the North West Province, South Africa. Operations at Kalgold started in the mid-1990s,
focusing on mining from the D-Zone ore body. Mining of the D-Zone ceased in 2009, but operations continued by mining the three
relatively new A-Zone, Windmill and Watertank opencast pits.

Environmental Authorisation for the Harmony Kalgold Optimisation Project, Consisting of the Construction of a Waste Rock Dump, Heap Leach, Low-grade Stockpile and Various Associated Infrastructure on Portion 0 of the Farm Spanover 552 IO, Ratlou Local Municipality, North West Province
 

Background to the Application
The Harmony Kalgold Mine - Optimisation Project includes the proposed construction of a waste rock dump, heap leach, lowgrade stockpile and various associated infrastructure, as follows:

  • The  proposed  waste  rock  dump  will  have  the  capacity  to  store 24 million tons (Mt) of waste rock and the footprint area for the waste  rock  dump  will  be  98  hectares  (ha)  in  size 
  • The  proposed heap leach will have a capacity of 24 Mt and cover an area of 51ha • Infrastructure associated with the heap leach include a pregnant pond, emergency pond and barren pond
  • The low-grade stockpile will have the capacity to store 30 Mt of low-grade ore and cover an area of 65.3ha
  • The infrastructure area will cover an area of 36ha. The infrastructure area will include a workshop and office complex, crushing and screening plant, diesel tanks, power lines, sewerage system, potable water system and high-grade stockpiles
  • Various roads of approximately 25 metres wide will be constructed. Some of the existing roads will be lengthened and widened
  • Chemicals such as cyanide and lime will be stored on site for use at the heap leach
  • Explosives will be stored at the explosive magazine on site
  • Pollution control dams and clean water dams will be constructed to contain all water as part of the clean and dirty water system
  • Storm  water  containment  infrastructure  will  be  constructed  to contain  all  storm  water  run-off 
  • Trenches  and/or  berms  will  be constructed as part of the dirty and clean water systems. Process Followed
  • An application form was submitted to NWDREAD in terms of the National Environmental Management Act, 1998 (Act No 107 of 1998) (NEMA) and the EIA Regulations, dated 2010
  • A Scoping Process and Environmental Impact Assessment was conducted, after which a Scoping Report and Environmental Impact Assessment Report was submitted  to  the  NWDREAD  respectively 
  • A  Public  Participation Process was conducted in order to notify Interested and Affected Parties of the proposed activities. Environmental Authorisation An  Authorisation  (Ref  No:  NWP/EIA/15/2013)  dated  18  December 2015 and later amended on 30 March 2015, both issued to Harmony

Kalgold Mine for the following listed activities:

  • Government Notice No R 544 of 18 June 2010, Activities no 9(i) and (ii), 13, 22(ii), 26 and 47(i) and (ii)
  • Government Notice No R545 of 18 June 2014, Activities no 5 and 26 • Government Notice No R 546 of 18 June 2014, Activities no 19(c)(i)(ee), 14(a)(i), 12(a) and (b), 13(a) and (i) (cc)(ee), 10(d)(i)(ee) and 4(c)(i)(ee).

 

Environmental Authorisation to Rectify the Unlawful Commencement of Listed Activity in Terms of Section 24g of the Environmental Management Act, 1998 (As Amended) (NEMA) for the K1 Haul Road on Portion 0 of the Farm Goldridge 642 IO, Activities Number 22(ii) And 47(ii) in GN No R 544 and Activity Number 4(c)(ee) in GN No R 546, Ratlou Local Municipality, North West Province


Background to the Application
The  K1  Haul  Road  was  constructed  in  December  2012  to  extend from the A-Zone Open Pit to the Watertank Open Pit, as part of the 4-year Open Pit Extension Plan to create an access route to transport ore and waste rock from Watertank Open Pit connecting via the old K1 Haul Road to the processing plant and waste rock dump (WRD).
Kalgold Mine was not aware that extension of the existing old K1
Haul Road required authorisation from the North West Department: Rural,  Environmental  and  Agricultural  Development  (NWDREAD).

The Mine had already obtained authorisation in 2009 from the Department of Mineral Resources (DMR) for the construction of haul roads within the mining area. Construction of the road was stopped once it was raised with the Mine that authorisation was required for any extensions or expansions of existing mine infrastructure as per the new EIA regulations 2010 in terms of NEMA.
Process Followed

  • An application form was submitted to NWDREAD in terms of the National  Environmental  Management  Act,  1998  (Act  No  107  of 1998) (NEMA) and the EIA Regulations, dated 2010
  • A Section 24g Process was followed in support of the Environmental Authorisation Application, and a resultant Section 24g Report was submitted to NWDREAD
  • A Public Participation Process was conducted in order to notify Interested and Affected Parties of the proposed activity. Environmental Authorisation

An Authorisation (Ref No: REC01/2014NW), dated 9 April 2015, was issued to Harmony Kalgold Mine for the following listed activities:
Government Notice No R 544 of 18 June 2010 for:

  1. The construction of a road, outside urban areas where no reserve exists where the road is wider than 8 metres (Activity No. 22(ii)) 2.  The widening of a road by more than 6 metres, or the lengthening of a road by more than 1 kilometre where no reserve exists, where the existing road is wider than 8 metres – excluding widening or lengthening occurring inside urban areas (Activity 47(ii)).

Government Notice No R 546 of 18 June 2014 for:

  1. The construction of a road wider than 4 metres with reserve less than 13.5 metres, outside urban areas, in critical biodiversity areas (Terrestrial Type 1 and 2 and Aquatic Type 1) as identified in systematic biodiversity plans adopted by the competent authority or in bioregional plans (Activity 4(c)(ee)).
